Unified District Information System for Education (UDISE)

Unified District Information System for Education (UDISE)

(Now called UDISE+)

Introduced: 2012–13
Implemented by: Ministry of Education, Government of India
Purpose: To create a comprehensive, real-time, school-based database for planning, monitoring, and improving the education system.

Meaning and Concept

Unified District Information System for Education (UDISE) is a nation-wide data collection system that gathers accurate information from all schools (government, aided, and private) from pre-primary to higher secondary levels. It is one of the world’s largest school education data systems.

UDISE collects data on enrolment, infrastructure, teachers, facilities, academic results, and school activities. This information is used by policymakers to monitor educational progress and design appropriate schemes.

Objectives

·        To maintain accurate, reliable, and updated school data.

·        To support evidence-based planning and decision-making at national, state, and district levels.

·        To track access, equity, quality, and efficiency in school education.

·        To identify gaps in infrastructure, teacher availability, and learning resources.

·        To help in budget allocation and policy formulation.

Key Features of UDISE

·        Covers all schools across India.

·        Collects over 500 data points on various indicators.

·        Follows a school-level data capture format (DCF).

·        Annual data collection cycle.

·        Data used for implementing schemes like Samagra Shiksha, RTE, teacher postings, infrastructure grants, etc.

UDISE+ (Since 2018–19)

To improve accuracy, the government launched UDISE+, an upgraded digital platform with real-time online data uploading.

Features of UDISE+

·        Online, real-time data entry

·        GIS mapping of schools

·        Mobile-based data collection

·        Data verification at multiple levels

·        Improved transparency and reliability

Importance

UDISE acts as the backbone of India’s educational planning. It helps identify dropout rates, pupil-teacher ratio, toilet availability, ICT facilities, and learning resources. The data is crucial for improving the quality, accessibility, and equity of education.

Point of Comparison

UDISE (2012–2018)

UDISE+ (2018–Present)

1. Mode of Data Entry

Manual, paper-based forms

Fully online, digital platform

2. Accuracy of Data

Higher chances of errors, duplication

Multi-level verification ensures accuracy

3. Timeliness

Delayed due to manual compilation

Real-time or near real-time data submission

4. School Identification

Often inconsistent codes

Unique UDISE code for every school

5. Technology Used

Limited ICT usage

Mobile app, GIS mapping, online dashboards

6. Data Verification

Minimal verification

Block, district & state-level verification

7. Data Coverage

Schools up to secondary level

Complete school education: Pre-primary to Hr. Secondary

8. Data Transparency

Limited public access

Public dashboards with open access

9. Implementation Challenges

Data manipulation, delays

Requires training and digital connectivity

10. Purpose

School records for planning

Real-time policy planning, monitoring & evaluation

Write short notes on  UDISE+

Unified District Information System for Education Plus (UDISE+) is an upgraded digital school data collection system introduced by the Ministry of Education in 2018–19. It replaces the earlier UDISE system to ensure real-time, accurate, and transparent information from all schools in India, covering government, aided, and private institutions. UDISE+ collects data on enrolment, teachers, infrastructure, facilities, results, and school performance indicators. This data helps in planning, monitoring, and implementing schemes such as Samagra Shiksha and RTE.

The platform ensures online data entry, multiple-level verification, GIS mapping, and mobile-based data collection. It facilitates evidence-based decision-making in areas such as resource allocation, teacher deployment, classroom construction, and quality improvement. UDISE+ is crucial for tracking enrolment trends, dropout rates, pupil-teacher ratio, and infrastructure needs, contributing significantly to improving access, equity, and efficiency in India’s school education system.
