Role of Directorate of Collegiate Education (DCE)
The Directorate of Collegiate Education (DCE) is responsible for higher education in Tamil Nadu — that is, education after higher secondary, including colleges and universities (except technical and medical education which have separate directorates).
Major Functions
1. Administration of Colleges

Supervises government colleges, aided colleges, and private colleges.

Implements rules related to staff recruitment, salary disbursement, and service matters.
2. Quality Assurance in Higher Education

Ensures colleges meet academic standards.

Encourages NAAC accreditation and quality enhancement.

Works with universities for proper implementation of university curriculum.

Monitors teaching-learning processes in colleges.
4. Funding and Infrastructure

Allocates state funds for building, lab equipment, ICT facilities, etc.

Implements schemes such as RUSA, scholarships, and welfare programs.

Relationship Between Directorate of Collegiate Education (DCE) and SCERT
1. Different Domains of Education

SCERT (State Council of Educational Research and Training) deals withschool education — curriculum, textbook preparation, teacher training (DIETs), educational research for classes 1 to 12.

DCE is responsible for college-level education — undergraduate, postgraduate, and research programmes.
They operate at two different levels of the education system.

Constituent Units of SCERT (TNSCERT)
