Role of Directorate of Collegiate Education (DCE)

The Directorate of Collegiate Education (DCE) is responsible for higher education in Tamil Nadu — that is, education after higher secondary, including colleges and universities (except technical and medical education which have separate directorates).

Relationship Between Directorate of Collegiate Education (DCE) and SCERT

1. Different Domains of Education

They operate at two different levels of the education system.


How They Are Connected

Although they function separately, there are some indirect connections:

1. Teacher Education

  • SCERT manages teacher training for school teachers (D.El.Ed., B.Ed. policy level inputs).

  • Colleges offering B.Ed. programmes may fall under both DCE (administration) and SCERT (academic and curriculum guidance) in some policy matters.

2. Policy and Curriculum Alignment

  • Both are part of the School Education and Higher Education ecosystem of the state.

  • Sometimes they collaborate when:

    • New school curriculum requires inputs from higher education experts.

    • State education policies need coordination between school and college sectors.

3. Research and Educational Development

  • SCERT conducts research in school education.

  • DCE supports research in higher education.

  • Both share data or collaborate indirectly for state-level education reforms.


Constituent Units of SCERT (TNSCERT)

The Tamil Nadu State Council of Educational Research and Training functions through several academic and administrative units. These units work together for curriculum development, textbook preparation, teacher training, and educational research.


1. Tamil Nadu Textbook and Educational Services Corporation (TNTBESC)

  • Responsible for preparation, printing, and distribution of school textbooks.

  • Works closely with SCERT’s curriculum and subject wings.


2. Directorate of Teacher Education, Research and Training (DTERT)

(Though merged/restructured under SCERT)

  • Handles policy, monitoring, and academic support for teacher education.

  • Guides DIETs and teacher training institutions.


3. District Institutes of Education and Training (DIETs)

  • There are 30+ DIETs across Tamil Nadu.

  • Provide pre-service and in-service training for teachers.

  • Act as district-level academic resource centers.


4. Curriculum Development and Evaluation Units

These include subject-specific wings:

a. Language Units

b. Science Unit

c. Social Science Unit

d. Mathematics Unit

e. Educational Psychology Unit

f. Early Childhood Education Unit

These units prepare:

  • Curriculum frameworks

  • Syllabi

  • Textbook content

  • Teacher handbooks


5. State Institute of Educational Management and Training (SIEMAT)

  • Provides leadership and management training for educational administrators.

  • Conducts research in educational planning and school leadership.


6. Educational Technology (ET) Wing


7. Research and Evaluation Division

  • Conducts research on school education.

  • Evaluates learning outcomes and educational programmes.

  • Performs survey studies and monitoring.


8. Inclusive Education and Special Education Unit


9. Training and Extension Wing

  • Conducts teacher training programmes (in-service & induction).

  • Coordinates with DIETs, BRCs, CRCs for field-level implementation.


10. Library and Documentation Centre

  • Maintains educational research library.

  • Provides reference services for teachers and researchers.
